Employment Practices Governance at Chulalongkorn University

Recognition of Rights

Chulalongkorn University fully recognizes the fundamental labor rights for all employees, including women and international staff, upholding the principles of freedom of association and collective bargaining.

The University provides a comprehensive benefits package with both monetary and non-monetary compensation that meets or exceeds the standards of Thai government agencies and is significantly higher than the minimum wage for the Bangkok metropolitan area. Furthermore, Chulalongkorn University offers generous leave and holiday allowances that are above standard requirements and ensures that all welfare benefits are fully inclusive, extending comprehensive coverage to LGBTQ+ personnel. 

The University is committed to ensuring that all academic and administrative personnel have a legitimate and effective voice in shaping institutional policy. To ensure this commitment is enacted at the highest level, the Chairman of the Faculty Senate shall participate as a formal member of the University’s primary Human Resources Policy Committee, with full rights to voice opinions and cast votes on all matters, thereby preserving the rights of all employees.

Official Representative Body

To ensure fair representation and structured dialogue, the University formally acknowledges the Faculty Senate as the primary representative body for academic personnel.

Faculty Senate of Chulalongkorn University
The Faculty Senate serves as the collective voice for academic faculty. Its roles and responsibilities are pivotal in maintaining academic excellence and faculty welfare.

Setting Educational Policies: The Senate proposes and reviews guidelines and policies related to academic affairs and curriculum development to ensure they meet the highest standards.

Supporting Research:
It actively promotes research activities and the development of innovations that contribute to societal progress.

Developing Faculty Welfare and Rights: The Senate provides crucial recommendations for improving the welfare, benefits, and professional rights of all faculty members.

Coordination: It collaborates with various internal university bodies and external organizations to foster cooperation in education and research.

Role in University Governance

The Faculty Senate serves as the official channel for presenting consolidated feedback, proposals, and concerns to the University’s highest governing bodies. Through its advisory capacity, this representative body provides influential and constructive suggestions to key university policy committees, include

  • The Academic Policy Committee
  • The Student Affairs Policy Committee
  • The Risk Oversight Committee
  • The Monetary Policy Committee
  • The Compensation and Salary Structure Adjustment Committee


This structure ensures that decisions made at the highest levels of university administration are informed by the perspectives of the employees directly responsible for implementing the University’s mission.

Participation in Leadership Selection

To promote participatory governance at the highest level, all University faculty and staff have the right to nominate suitable candidates for high-level executive positions, both at the university level (President) and the departmental level (Dean or Head of Department).  This process helps ensure that the selection of leaders is transparent and genuinely reflects the will of the Chulalongkorn community.
