Development of Professional Network Groups

History of Establishing the Professional Exchange Network for Operational Staff at Chulalongkorn University 

           The university recognizes the importance of developing personnel at all levels by organizing formal training and development programs that cover all critical aspects. This ensures that faculty members and operational staff have the knowledge and abilities to perform their duties to the fullest, resulting in efficiency and effectiveness. This initiative led to the establishment of the Professional Exchange Network for Operational Staff. 

          During a seminar for directors under the university office and faculty secretaries on Competency and Individual Development Plan (IDP) for Operational Staff, held from November 4-6, 2009, at the Worawari Ayothaya Convention Hotel, Phra Nakhon Si Ayutthaya Province, one of the topics discussed was the development of professional networks. The meeting concluded that it would be beneficial to establish a Professional Exchange Network for Operational Staff at Chulalongkorn University. Following this, the university, with the support of the President (Professor Phirum Kamolratnagul), the Vice President (Associate Professor Jetsada Saengsuphan), and the Assistant to the President (Mr. Kriangsak Booranapatma), encouraged the establishment of the network with the following objectives

  1. Establish a communication network among operational staff in each profession to ensure messages are conveyed quickly and comprehensively.  
  2. Exchange work experiences and create mutual understanding regarding policies, regulations, practices, issues, obstacles, and solutions related to each profession.  
  3. Develop personnel within each professional network to ensure they have the knowledge, abilities, and skills necessary for their profession, and gain recognition as professionals.  
  4. Collaboratively define a framework for developing personnel within each profession (Occupational Development Roadmap) as a standard for various positions. 
  5. Collaboratively propose ways to improve work processes or other practices related to the profession to enhance work efficiency. 
  6. Strengthen relationships between personnel within and across professions. 

In the early phase, from 2010 to 2012, the university established a professional exchange network for operational staff in various professions as follows:

Currently, some of the professional networks have been renamed as appropriate. There are a total of 18 professional networks, and annual appointment orders for committee members are as follows

The operations of the professional network

The university, through the Personnel Development Fund, has supported activities and the operational budget of the professional network. The main activities set for the operation of the network include

  1. Holding monthly meetings of the network committee to serve as a platform for exchanging knowledge, consulting, suggesting operational directions, organizing training and development activities for members, and other activities aligned with the objectives of the network’s establishment. 
  2. Organizing training seminars to develop personnel within the network, focusing on competency development in each profession (Functional Competency). 

Continuous development of the professional exchange learning network for operational staff.

To promote and support the creation of a professional exchange learning network for operational staff, focusing on the development of personnel and work that adds value from the perspective of service recipients. The network aims to foster teamwork between departments within the university, facilitate learning at all staff levels, and encourage results-oriented work, connecting the workflows across various systems while minimizing waste. It is deemed appropriate to establish a committee for the professional exchange learning network for operational staff in the area of mid-level management in administration, with the following responsibilities: 

  1. Create a network for quick and comprehensive communication among operational staff. 
  2. Facilitate the exchange of work experiences to enhance professionalism in each task. 
  3. Foster understanding of policies, regulations, and prompt problem-solving in each task. 
  4. Collaboratively develop the Occupational Development Roadmap as a standard for each task or profession at different levels. 
  5. Adopt and implement management policies transparently, and communicate them within the department/unit, while continuously improving work processes for greater transparency. 
  6. Adhere to policies and collaborate in developing operations that contribute to Chulalongkorn University achieving its goals through transparent processes.
  7. Collaboratively improve work processes to enhance operational efficiency.  
  8. Foster positive relationships among personnel and strengthen organizational commitment.  
  9. Other duties related to or assigned as needed.
